Hi Jeff
Q1) No, unless Cognos can be accessed via ODBC, see attached

Q2)
Pros - very easy to use to analyse data given a fresh data source, good visualisation, dimensional way of thinking, easy to do calculations, easy to do alias data. in memory data engine for small data. links up to most other data sources. Free for a couple of weeks and cheap for a small number of users. Can link data sources via keys in the desktop (e.g. excel to Greenplum, if the keys match)
Cons - not brilliant at analytic applications via the desktop (it is ok, but not brilliant, i haven't used it on the web). Sometimes does things that you don't expect (which is probably human error to an expert but it is annoying) Chart display is a little fuzzy, particularly in copy.
