Kimball's Lifecycle Toolkit lays things out pretty well. It would be considered an 'agile' methodology. The whole point of a dimension approach is it reduces the time to delivery and allows a comprehesive enterprise warehouse to be built in useful segments over time. Using a classic waterfall approach impedes these goals.
