What to do with boolean flag? Empty What to do with boolean flag?

Hi, last attribute to be modelled! - whether a particular attribute has a charge waived.

We could create a separate dimension but the only values would be Y or N. We have tried to group this in with some other flags to create a junk dimension but none exist. Alternatively we could create it as a measure in the fact table (1 or 0) - is there a rule for determining the best solution?

The attribute is at the level of subscriber and product and we do not have a subscriber/product dimension (as this would be huge and similar size to the fact table).

No you can't.

It's not a measure, its an attribute. But there is a thing called a 'degenerate dimension'. In other words, put the flag in the fact.
