Are HFMA guidelines good?

Hi,

I have been sent some best practice guidlines. They are from the UK's HFMA (Healthcare Financial Managment Association). The intention is to begin to implement them at my organisation.
I don't think they completely right. They seem a little bit primitive, maybe naive, after reading some of the best practices on this forum. Particularly the section about "Linking the Data"
What do you think? I'd be grateful to hear what you all think.
